Campaign to pay former teaching assistants resumes

The Unemployment Insurance Fund (UIF) has resumed its campaign of processing and paying unemployment benefits to former teaching and general assistants in the KwaZulu-Natal province.
The campaign started in the Amajuba District Municipality area in November 2022 where the Fund disbursed R7.7 million to 1 746 former educator assistants and general assistants.
The campaign subsequently proceeded to eThekwini in December 2022 where the Fund paid out R28.8 million to 6 204 beneficiaries. To date, R36.5 million has been paid out to 7 950 clients.
As of 9 January until 20 January 2023, the Fund will be processing and paying out claims in the Zululand District Municipality area as follows:
- 9-10 January 2023: Nuwe Republiek Primary School Vryheid.
- 11-12 January 2023: Masibumbane High School in Ulundi.
- 13, 16 and 17 January 2023: Bhekuzulu High School in Nongoma.
- 18-19 January 2023: Pongola Akademie.
- 20 January 2023: Paulpietersburg Primary School.
“Clients are urged to bring along their Identity or valid Passport Documents, a fully charged smartphone with data, and proof of account (banking details),” said the department of Employment and Labour in a statement.
The former educator assistants were employed as part of the Presidential Youth Employment Initiative (PYEI), which was implemented as the Basic Education Employment Initiative (BEEI) across all nine provinces to reduce youth unemployment in the country.
When their contracts ended, the former employees qualified to claim unemployment insurance benefits from the UIF.
“Due to the large volume of claims anticipated and to prevent long queues at Labour Centres, the UIF team in KwaZulu-Natal met with the Provincial Department of Education in Amajuba and agreed on a consolidated approach. This included the department availing venues while the Fund confirms the compliance of the former workers in terms of their employment history, declarations, and contributions.
“The UIF in KwaZulu-Natal will be rolling out the project to other parts of the province and will announce dates and details in due course via its social media platforms and the media,” the department said.
SANDF condemns gruesome Mozambique video

The South African National Defence Force (SANDF) says an investigation is underway into a video depicting South African soldiers as watching, as deceased bodies are thrown into a fire.
According to a SANDF statement, the gruesome video – which has been circulating on social media – was allegedly shot in Mozambique.
Members of the SANDF have been deployed to Mozambique to fight terrorism and extremism in the country as part of the Southern African Development Community Mission in Mozambique (SAMIM) together with defence forces from several other countries.
“The incident is believed to have taken place during the month of November 2022 in Mozambique where South Africa has committed forces. Once forces are committed, they form part of a combined force and fall under the command and control of SAMIM. South Africa only supports their mission logistically.
“The Force Commander of SAMIM is conducting an investigation surrounding the involvement of its members in this despicable act. The SANDF does not condone in any way the acts committed in the video and those who are found guilty of such acts will be brought to book,” the SANDF said in the statement.
Stage 6 load shedding to be implemented at night

Eskom has escalated load shedding to Stage 6 between 4pm and 5am until further notice.
Stage 4 load shedding will also be implemented between 5am and 4pm during the day.
The power utility had been implementing various stages of rolling power cuts since the beginning of the year.
“Seven units tripped [on Tuesday], of which three have returned to service. In addition, the return to service of three other units has been delayed.
“Unit 1 of the Matla Power Station will be shut down [on Tuesday evening] to repair a boiler tube leak,” Eskom said.
The electricity supplier said it will communicate “as soon as there are any significant changes” to the power grid.
Health Department discussing new COVID-19 variant

The Department of Health (DOH) says it is in consultation with scientists over a highly transmissible variant of the COVID-19 virus.
This after media reports over the weekend said the country had found its first case of the variant.
“[The department] has been alerted about this highly transmissible XBB.1.5 variant and is currently in discussions with the scientists to gather more information including its transmissibility and severity. Thus, an official communication will be made in due course.
“In the meantime [the department] is appealing to everyone to vaccinate, get boosters, wear your masks, keep the distance, avoid overcrowded places and wash your hands,” the department said.
By last week Monday, some 38 261 917 vaccines had been administered in the country with more than 19 million people have been fully vaccinated.
The last update by the department in December indicated that the cumulative number of COVID-19 cases had crossed 4 million with over 3.9 million recoveries at a recovery rate of 97.2%.
Earlier this month, the department called for calm following an increase in the number of infections in China.
“[The department] is closely monitoring the COVID-19 situation in China and other parts of the world and will issue an alert if the country needs to take extra precautions. There is no need for panic. We urge people to vaccinate and get booster shots to enhance their immunity,” the department said.
Release of matric results on track

The Department of Basic Education says it is on track to release the Matric 2022 results on 20 January.
The Class of 2022 sat for their final school examinations from October 31 to December 7 last year.
The department explained that results for the matric class of 2022 are currently being processed.
“When the results are released, we urge [learners] to collect their results at the centre where [they] sat for the 2022 National Senior Certificate examinations,” the department said.
For learners who will return to school this year, the academic year will kick off on Wednesday for learners attending school in Gauteng, Free State, Limpopo, Mpumalanga and the North West.
In the coastal cluster – Eastern Cape, KwaZulu-Natal, Northern Cape and Western Cape – learners will have their first day of school on 18 January.
Meanwhile, Higher Education, Science and Innovation, Minister Blade Nzimande, has condemned the murder of Mboneli Vesele who was a bodyguard of University of Fort Hare Vice Chancellor Professor Sakhele Buhlungu.
This after an alleged attempted assassination of the vice chancellor on Friday.
“I outrightly condemn this barbaric murder of Mr Vesele and the attempt on the life of Professor Buhlungu. This attack is not only an attack on the University of Fort Hare but also an attack on the entire Post School Education and Training sector.
“I also encourage all the Vice Chancellors (VC) and TVET College Principals to engage with my Department on all security related issues to enable us to engage with the Cabinet Security Cluster, particularly on security concerns that have an impact on the institutions’ ability to perform their duties,” Nzimande said.
The department is providing psycho-social support to Vesele’s family and university staff.
Minister Mchunu to inspect Welbedacht pipeline site

Department of Water and Sanitation (DWS), Minister Senzo Mchunu, together with Deputy Minister David Mahlobo, are expected to conduct an inspection of the Welbedacht pipeline site in the Mangaung Metropolitan Municipality on Monday.
According to the department, the project is aimed at augmenting water into the Bloemfontein integrated water system which has been “experiencing challenges”.
“The project, which involves a construction of the new 1000mm diameter bypass pipeline from Lieuwkop chamber to the Brandkop reservoir, is part of the interventions being implemented by the Department of Water and Sanitation, through its implementing agent, Bloem Water, to ensure adequate supply of potable water to the residents of the Metro.
“The Greater Bloemfontein Water Supply System has been experiencing challenges of insufficient potable water supply to its residents with a shortfall of up to 61% Ml/day,” the department said.
Alleged kidnapping kingpin arrested

Police have arrested an alleged kingpin involved in ransom kidnapping cases in Mozambique.
According to police spokesperson Brigadier Athlenda Mathe, the man was arrested in Centurion during an operation led by members of the Trilateral Planning Cell (TPC) and the International Criminal Police Organisation (INTERPOL).
Mathe explained that the TPC is a structure of the Mozambican, South African and Tanzanian governments formed to “counter transnational organised crime in the region”.
“The team was acting on a warrant of arrest and an extradition request by the Government of Mozambique.
“On Saturday evening, the team also consisting of the Special Task Force (STF), Crime Intelligence and Organised Crime, pounced on 50-year-old Esmael Malude Ramos Nangy at an identified address in Centurion where he was arrested.
“In his possession the team seized a 9mm licensed firearm, fourteen 9mm cartridges, five cellphones, multiple bank cards for South African banks as well as multiple SA and Mozambican sim cards,” Mathe said.
An extradition hearing is to be held at the Randburg Magistrate’s Court on Monday where the man is expected to appear.
Responsible behaviour encouraged as festivities continue

While locals and holidaymakers continue to enjoy the remaining festive season, authorities in the City of Cape Town have urged the public to behave responsibly to ensure the safety of all.
“This long weekend was certainly quieter than the one before and I want to thank the public for heeding my appeal to celebrate responsibly.
“There are still some concerns and the New Year weekend wasn’t without incident. Officers arrested 66 drunk drivers, and given the carnage on our roads, there can be no leniency for those who put their own lives and those of others at risk when they are behind the wheel,” said the city’s Mayoral Committee Member for Safety and Security, JP Smith.
The city’s enforcement agencies arrested 121 suspects and issued nearly 18 000 fines for various transgressions.
Smith urged everyone to play their part in ensuring safety.
“Help us keep the number of incidents down, even as you let your hair down. The holiday continues, as many residents have not yet returned to work. Schools are not in session and our recreation areas are flooded with visitors for weeks to come.
“If everyone behaves responsibly, this festive season will be memorable for all the right reasons,” he said.
On Sunday, 1 January 2023, the Metro Police Special Operations Unit recovered an illegal firearm and ammunition in Hanover Park when they were flagged down by a resident while busy with crime prevention patrols.
They were tipped off about the whereabouts of a person who was involved in a shooting incident at Soetwater Court a few days prior.
The officers responded and found the suspect after he tried to flee. When he was searched, officers discovered a 9mm pistol with 13 rounds in the magazine and a sealed box with another 50 x 9mm live rounds wrapped with a cloth in the yard.
The 25-year-old suspect was arrested for the illegal possession of ammunition and a firearm and detained at Philippi SAPS.
Metro Police officers also arrested an arson suspect on Saturday, 31 December 2022 after they received a complaint of a Wendy house alight in Blue Downs.
Upon arrival, the complainant pointed at the suspect, who had set the house alight. The 26-year-old was arrested for malicious damage to property and detained at Kleinvlei SAPS.
Visible policing
Cape Town Traffic Services held integrated roadblocks, vehicle checkpoints and speed control operations in the week of 25 December 2022 to 31 December 2022.
A total of 29 398 speeding offences were recorded. Officers impounded 75 public transport vehicles and executed 357 warrants of arrest. They also arrested 72 motorists, 59 of whom were driving under the influence of alcohol and six for reckless and negligent driving.
Metro Police officers made 49 arrests and issued 2 903 fines. Officers also responded to 24 domestic violence calls, while seven of the arrests were for drunk driving.
The city’s Public Emergency Communication Centre (PECC) recorded just over 1 000 calls, less than a third compared to the previous week.
During the period 30 December 2022 to 2 January 2023, the PECC recorded 2 717 incidents. Just over 40% of these incidents were requests for medical assistance.
Call-takers also recorded 215 assault incidents, 277 nuisance complaints, and 76 domestic violence incidents.
Strand Beach, Small Bay reopened

The City of Cape Town reopened Small Bay and the affected section of Strand Beach on Tuesday.
Both these affected areas were closed as a precautionary measure on Sunday, 1 January 2023.
The Deep Blue section of Strand beach was closed due to an electrical fault at the pump station, but the issue has since been resolved.
“Small Bay was closed due to a damaged sewer pipe. The damaged pipe section was isolated inside the manhole. Sewer flow is being diverted by means of a mobile pump that is running 24 hours,” the City said.
According to the City, the spillage onto the beach is contained. “Repairs to the damaged section will be resolved depending on the tide timetable.”
The City’s Environmental Health Service has received the recent water sampling results for Small Bay and Strand Beach and can confirm that the results show that the water quality is within the minimum requirement for recreational activities as determined by the National Water Quality Guidelines.
The health warning signs have been removed.
The main bathing area section at Fish Hoek Beach between the lifeguard station and Jager Walk remains temporarily closed until further notice.
City Health will continue to take water samples for water quality testing until such time as the levels are within the minimum requirement for recreational activities as determined by the National Water Quality Guidelines.
In the meantime, the public is advised to avoid contact with the water in the affected area until further notice.
“This is a precaution as contact with the water could result in potential gastro-intestinal issues and therefore any person who enters the water does so at their own risk.
“Health warning signage has been erected, advising the public of the situation. We appreciate the public’s cooperation during this time.”
The City regrets any inconvenience caused during this time.
Relief for motorists

The Department of Mineral Resources and Energy (DMRE) has announced that the price of both grades of petrol will decrease by R2.06 per litre, while diesel is to drop by between R2.68 (500ppm) and R2.80 (50ppm).
The new prices, effective from Wednesday, mean that a litre of 95 unleaded petrol will now cost R20.75 at the coast and R21.40 inland. 93 unleaded now costs R21.10.
The wholesale price of 50ppm diesel is set to drop to R20.79, although retail prices, which vary between outlets, will be higher.
The price of Illuminating Paraffin (wholesale) will drop by R1.93, while the Single Maximum National Retail price (SMNRP) for Illuminating Paraffin will drop by R2.58 per litre.
The Maximum LPGas Retail Price, on the other hand, will increase by 82 cents per kilogram.
The department attributed the adjustment in prices to various international and local factors, including the decrease in the Brent Crude oil price and international petroleum product prices; the slight appreciation of the rand against the US dollar, and the implementation of the slate levy (a decrease of 21.90 c/l — from 83.28 c/l to 61.38 c/l – which will be implemented into the price structures of petrol and diesel effective 4 January).
